In the third age, Gandalf refused to turn, which Sauroman did. Passing this showed that Gandalf was true in heart and believed that he would rather die than fall in the shadows.
When Gandalf defeated the Balrog and was dressed in white showed that even through giving up all those he loved, he still had enough will to fight. He sacrificed his 'life' in destroying a great evil, and for that was robed in white. This is significant because he was once grey and now white. I also believe that through this, he was granted more power than Sauruman could ever muster. This was because of Gandalfs love for nature, which closely resembled elves.
This is why I think Gandalf was the greatest of all Maiar.
well it wasnt about the Greatest maiar, it was about the most powerfull.
my vote goes to sauron, though it does slightly depend on your definition of 'power'.
though it isnt of consequence really, gandalf and saruman are no maia or valar. though tolkien allways has been slightly vague about the race of wizards, he did state they are totally different from all else. I wont discuss that here, and I dunno the details, you'd need the real information diggers for that, but tolkien allways has been fairly specific on the fact their not maia.
